Directs the Commissioner of the Division of Homeland Security and Emergency Services to conduct an after-action review study of New York State's COVID-19 pandemic response

Study must examine all facets of the state's response, including actions by state and local governments related to operations, logistics, resource management, communications, policies, and relationships with the CDC

Report must be submitted within one year of the act's effective date to the Governor, legislative leaders, and minority leaders of both chambers

Report must be organized into three sections: identification of issues, discussion of issues, and recommendations to mitigate effects of future pandemics

Report must be made publicly available on the Division of Homeland Security and Emergency Services' website and shared with the federal CDC
