Requires the Commissioner of Health to publish an annual report by December 1st on access to applied behavior analysis (ABA) services for Medicaid-enrolled children diagnosed with autism spectrum disorder

Mandates the report include data on the number of licensed behavior analysts participating in Medicaid, children with autism receiving ABA services, and provider availability by county for each managed care plan

Requires tracking of median wait times between autism diagnosis and start of ABA treatment, as well as prior authorization denials and appeals

Directs reporting on gaps between recommended and actual ABA treatment hours received by children, including cases where treatment was recommended but not provided

Requires the Department of Health to develop educational outreach materials informing parents and guardians of children with autism about available services and how to access them
