Requires public buildings that install baby diaper changing accommodations in restrooms to make them equally available regardless of the gender designation of the restroom

Applies to newly constructed restrooms after the effective date and existing restrooms that undergo substantial renovation

Defines "substantial renovation" as construction or renovation projects requiring a building permit with an estimated cost of $10,000 or more

Implementation must comply with federal, state, and local disability access laws and existing fire, health, and safety standards

Amends the Civil Rights Law by adding new section 79-r; takes effect immediately
