Requires all elementary, junior high, and senior high schools to teach a multi-cultural curriculum established by the Commissioner of Education

Directs the Commissioner to create rules that account for the different cultural compositions of each school

Authorizes schools to conduct research and observation of their own student body to tailor multi-cultural education to their specific population

Mandates the Commissioner to establish a teacher education program to train teachers and educators to teach and interact with students from different cultural and ethnic backgrounds

Takes effect on September 1st following enactment
