Adds "securely" to the criteria for evaluating whether voting machines can be safely and properly used by voters and local boards of elections

Changes voting machine approval from mandatory ("shall be deemed approved") to discretionary ("may be deemed approved") when machines meet technical requirements

Grants the State Board of Elections explicit discretion to reject voting machines or systems that meet statutory requirements if the board determines they are not proper, safe, and/or secure

Authorizes the State Board of Elections to rescind prior approval of voting machines or systems at any time if deemed not proper, safe, and/or secure, even if technical requirements are still met

Updates gendered language from "him" to "them" when referring to examiners selected by the State Board of Elections
