Requires each community school district in cities with populations of one million or more (New York City) to establish at least one school specifically for students with dyslexia and other phonemic language-based learning differences

Mandates these specialized schools use multi-sensory sequential phonics techniques in both elementary and secondary education curriculum

Requires all teachers and instructors at these schools to complete a minimum of 20 hours of training in multi-sensory sequential phonics techniques

Takes effect on July 1st following enactment into law
