Grants New York City Council authority to approve or disapprove any public authority's or public benefit corporation's use of eminent domain within the city

Requires a majority vote by the City Council to authorize eminent domain takings by these entities

Mandates at least one official public hearing be held at a location reasonably close to the property proposed for acquisition before any council vote

Applies specifically to cities with a population of one million or more (effectively New York City)

Takes effect 90 days after becoming law
