Establishes a third-party secure vendor mail program for all non-privileged correspondence and product deliveries to incarcerated individuals

Requires staff training on current contraband screening procedures

Compels the Commissioner to submit annual reports to the legislature by December 31st detailing canine assignment results, contraband interception attempts, mail program confiscations, and statewide urine test results
