Prohibits landlords from increasing rent based on individual apartment improvements (IAIs) when modifications are made to accommodate the needs of a disabled tenant in rent-controlled and rent-stabilized housing

Applies to modifications, increases, or improvements in dwelling space, services, furniture, furnishings, or equipment made for disability accommodation purposes

Defines "disabled" as an individual with a physical or mental impairment (including neurological, emotional, or sensory organ conditions) that substantially limits one or more major life activities, as certified by a licensed New York State physician

Amends three laws: the NYC Administrative Code (rent control and rent stabilization provisions), the Emergency Tenant Protection Act of 1974, and the Emergency Housing Rent Control Law

Takes effect immediately, with amendments remaining in effect as long as the respective housing emergency laws continue
