Expands the definition of "veteran" in New York economic development law to include members of the commissioned corps of the National Oceanic and Atmospheric Administration (NOAA) and the commissioned corps of the Public Health Service

Grants Memorial Day and Veterans' Day paid leave of absence to public employees who served in the NOAA commissioned corps or Public Health Service commissioned corps, alongside traditional armed forces veterans

Amends the military law to include NOAA and Public Health Service commissioned officers in the definition of "military duty" for purposes of employment protections and benefits

Eligibility for benefits requires honorable or general discharge, a qualifying condition with non-dishonorable discharge, or status as a discharged LGBT veteran with non-dishonorable discharge

Takes effect on the first of April following enactment
