Requires the Department of Health to update residential health care facility (nursing home) Medicaid rate components by April 1, 2026, and at least every five years thereafter, using the most current cost report data

Mandates updates to wage equalization factors and other adjustment factors by April 1, 2026, and every five years thereafter to reflect current labor market conditions

Establishes a technical assistance workgroup including external nursing home rate-setting experts to consult on rate methodology updates

Provides inflation adjustments starting April 1, 2026, for specialized facility rates including AIDS units, traumatic brain injury rehabilitation units, behavioral intervention units, ventilator-dependent care units, and children's facilities

Authorizes the commissioner to promulgate emergency regulations and establish transition periods for implementing the updated rate-setting methodology, developed in consultation with industry stakeholders and the technical workgroup
