Authorizes Monroe County to offer Gregory M. Prokop, a deputy sheriff with a start date of October 8, 1991, participation in the optional 20-year retirement plan under Article 14-B of the Retirement and Social Security Law, after he failed to apply timely through no fault of his own

Requires Monroe County to file a resolution with the State Comptroller within 180 days of the act becoming law, certifying that Prokop's failure to enroll was not due to his own negligence

Allows Prokop to elect coverage under sections 552 and 553 of the Retirement and Social Security Law within one year of the effective date, with service credited from October 8, 1991 to present

Requires Monroe County to bear all past service costs (approximately $141,000), which may be amortized over five years at $31,600 annually

Estimated to increase Monroe County's annual retirement contributions by approximately $13,000 starting in fiscal year ending March 31, 2026
