Authorizes Boards of Cooperative Educational Services (BOCES) to enter into agreements with counties, cities, towns, or villages for the installation and operation of school bus photo violation monitoring systems

Extends existing school bus stop-arm camera demonstration program authority to include BOCES-owned and BOCES-contracted school buses, not just individual school district buses

Requires participating municipalities to bear all costs of installation, maintenance, and use of the camera systems, with BOCES certifying costs by September 1st and municipalities paying by December 1st each year

Prohibits BOCES from accessing photographs, videos, or data from the monitoring systems; information must be forwarded to municipalities solely for determining traffic violations

Specifies that camera system costs are not considered an aidable expense for state aid purposes under education law
