Creates a separate, more severe penalty structure for building code violations deemed an "imminent threat to the safety and welfare of the building's occupants" as determined by local government

Establishes escalating fines for imminent threat violations: first offense carries $1,000-$5,000 per day; second offense $5,000-$10,000 per day; third offense minimum $10,000 per day, all with possible imprisonment up to one year

Maintains existing penalty structure for non-imminent threat violations: up to $1,000 per day for first 180 days, $25-$1,000 per day for next 180 days, then $50-$1,000 per day thereafter

Applies to owners, builders, architects, tenants, contractors, subcontractors, construction superintendents, and their agents who fail to comply with orders to remedy violations

Takes effect January 1 following enactment
