Creates the "Block by Block Homeownership Program" through the Division of Housing and Community Renewal to provide capital subsidies for constructing, preserving, and rehabilitating one- to two-family dwellings outside of New York City

Prioritizes funding for the cities of Buffalo, Rochester, Syracuse, Albany, and Binghamton, specifically targeting vacant, abandoned, or underutilized land owned by municipalities

Restricts sales of program-created dwellings to low or moderate income individuals or families who own no other real property and intend to use the home as their primary residence, or to not-for-profit corporations for resale purposes

Requires deed restrictions on subsequent sales to ensure homes remain available only to low or moderate income buyers who will use them as primary residences

Allows the program to be used in conjunction with other loans or grants to support homeownership
