Authorizes Monroe County to offer Carl J. Zimmerman, a sergeant with the county since October 29, 1990, participation in the optional 20-year retirement plan under Article 14-B of the Retirement and Social Security Law

Zimmerman failed to make a timely application to participate in the 20-year plan through no fault of his own negligence

Monroe County must file a resolution with the State Comptroller within 180 days of the act becoming law, certifying that Zimmerman did not bar himself from participation due to his own negligence

Zimmerman must file an election with the retirement system within one year of the effective date to be covered under sections 552 and 553, with service credited from October 29, 1990

Past service costs of approximately $120,000 will be borne by Monroe County (payable as lump sum or amortized over five years at $26,800 annually), plus an estimated $13,000 increase in annual contributions
