Mandates each college president appoint an advisory committee on mental health with at least 6 members, including a mental health professional, campus medical facility employee, 2 students from student governance, and 2 faculty members

Requires the advisory committee to review campus mental health policies annually and submit written recommendations to the college president, with reports available upon request

Obligates health care professionals employed by or affiliated with the college to report students potentially at risk for suicide to the college president, who may then notify parents or guardians after consulting mental health professionals

Colleges that fail to file required rules and regulations lose eligibility for state aid or assistance until compliance is achieved; annual compliance reports must be filed with the commissioner
