Establishes a small business energy conservation ombudsman program within the Division for Small Businesses to represent small business interests on state energy policy and Climate Leadership and Community Protection Act (CLCPA) goals

Requires the program to solicit input from small businesses on clean energy initiatives and facilitate their participation in developing energy regulations, including rules for building retrofits and transportation electrification

Directs the ombudsman to investigate and resolve energy conservation complaints from small businesses against state agencies and local authorities

Provides information and referrals to help small businesses access financial assistance, technical support, and affordable alternative technologies for energy conservation

Takes effect January 1 of the year following enactment
