Requires all New York state agencies, boards, departments, and commissions to collect disaggregated demographic data for afro-descendant populations, separating them into five categories: Descendants of persons enslaved in the United States, Continental Africans, Afro-Caribbeans, Central and South American Afro-Latinos, and Other afro groups

Defines "Descendants of persons enslaved in the United States" as individuals historically classified as Negros, Colored, Mulatto, Black, Black-American, or African-American with at least one ancestor who was enslaved and emancipated via the 1863 Emancipation Proclamation and Thirteenth Amendment

Mandates collection of primary language spoken at home and ethnic group or ancestry for these populations, with data to be published on agency websites starting July 1, 2026

Builds on existing law (Chapter 745 of 2021) that established similar disaggregated data collection requirements for Asian American and Pacific Islander communities

Takes effect 120 days after becoming law
