Creates a new Commission on Public Safety, Emergency Preparedness, and Mental Health within the executive department, composed of the superintendent of state police, commissioners of homeland security, education, health, and mental health, plus the disaster preparedness commission chairperson

Establishes three divisions within the commission: Division of School Safety (threat assessments, safety drills, active shooter plans), Division of Emergency Preparedness (disaster and public health emergency response), and Division of Mental Health (awareness programs and resources for schools and communities)

Requires the commission to meet at least quarterly with meetings open to the public, and mandates at least two public hearings annually—one in a city with population over one million and one outside such a city

Directs the commission to maintain a website for public comments and authorizes all state agencies to provide assistance and resources as requested

Requires annual reports to the governor and legislature by March 31st on the commission's progress, findings, recommendations, and activities
