Adds a new disqualification for state and municipal employment for anyone convicted of violating 18 U.S.C. § 2386 (rebellion or insurrection against the authority of the United States)

Amends Section 105 of the Civil Service Law to add this conviction to the existing list of disqualifying activities, which include advocating violent government overthrow or membership in groups promoting such doctrines

Makes a minor spelling correction from "wilfully" to "willfully" in existing law

Takes effect immediately upon enactment
