Counties and New York City that successfully prosecute Medicaid fraud cases will receive 100% of the local share of restitution or civil forfeiture proceeds, or 10% of the total recovery, whichever is greater

Defines "Medicaid fraud" as knowingly committing any crime with intent to illegally receive benefits or reimbursement from the medical assistance program for needy persons

Amends existing law to include settlements in addition to judgments when calculating civil damages apportionment between local social services districts and the state

Eliminates the previous reimbursement schedule created by the Office of Medicaid Inspector General that limited local district recovery to 10-15% of gross amounts collected

Remaining funds after local allocation are deposited into the state's general fund, and the changes do not affect counties' ability to seek damages under existing provisions
