Impact statements must estimate disparate effects on Black, Hispanic, Native American, and Asian/Pacific Islander populations for at least three fiscal years following adoption

When impact statements show disparate adverse impacts on minorities, bill sponsors must either amend the bill to lessen the impact, withdraw the bill, or provide written justification for proceeding

Mandates public notice and a 30-day comment period for proposed impact statements before the first committee vote on a bill
