Creates the Interstate Medical Licensure Compact allowing eligible physicians to obtain expedited medical licenses across participating member states through a streamlined application process

Establishes eligibility requirements including graduation from accredited medical school, passing USMLE or COMLEX-USA exams within three attempts, board certification, no criminal convictions, and no history of disciplinary action against any medical license

Requires physicians to designate a "state of principal license" based on primary residence, where at least 25% of practice occurs, employer location, or state of federal tax residence

Creates the Interstate Medical Licensure Compact Commission as a joint agency of member states to administer the compact, develop rules, collect fees, maintain a physician database, and coordinate information sharing between state medical boards

Provides that disciplinary action taken by any member state's medical board against a compact-licensed physician may result in automatic suspension or matching sanctions in all other member states where the physician holds licenses
