Amends the Urban Development Corporation Act and General Municipal Law to expand the definition of "substandard or insanitary area" to include temporarily erected structures such as scaffolding

Removes the term "slum" from the legal definition of substandard or insanitary areas in both laws

Allows areas with temporary structures to be classified alongside blighted, deteriorated, or deteriorating areas for urban renewal purposes

Enables development of air rights sites where temporary structures exist as part of efforts to eliminate blighting influences

Takes effect immediately upon enactment
