Establishes a marine electric propulsion health and environmental impact program within the Office of Parks, Recreation and Historic Preservation

Requires the commissioner to consult with the National Transportation Safety Board, Commissioner of Environmental Conservation, and Commissioner of Health to implement the program

Program must address risks including: lithium-ion battery contaminant release, battery decomposition in salt and fresh water, electrocution and electric shock drowning hazards, fire risks from collisions or short-circuits, and safety requirements for mooring/launching electric boats

Mandates creation of a fact sheet on environmental and health impacts to be distributed upon completion of approved boating safety courses

Takes effect immediately upon passage
