Directs the Commissioner of Transportation, in consultation with the Commissioner of the Office for People with Developmental Disabilities, to conduct a statewide study on transportation for individuals with developmental disabilities

Study must examine geographic location challenges, availability of transportation options, decision-making authority for non-emergency Medicaid transportation, and regional concerns

Study must also analyze how community homes are currently determined and how future determinations will account for transportation availability

Report with detailed recommendations and findings must be submitted to the Governor and legislative leaders by December 31 of the year following enactment

Commissioners may consult with any state department, agency, public authority, or political subdivision deemed necessary for the study
