Requires the Buffalo Board of Education to submit the school district budget to voters for approval before adoption, rather than having the board adopt it independently

Annual budget elections must be held on the third Tuesday of May (or second Tuesday if there's a religious observance conflict certified by the commissioner)

Budgets must be presented in three separate components: program (teacher salaries, transportation), capital (debt service, facilities, construction), and administrative (superintendent salaries, central office expenses, consulting costs)

If voters reject the budget twice, the board must adopt a contingency budget covering only essential expenses including teachers' salaries, legal obligations, debt service, health and safety costs, and items specifically authorized by statute

Voter qualification and registration procedures for budget votes will follow existing Buffalo school board election rules under section 2603 of the education law
