Creates the Student Mental Health Apprenticeship Retention and Training (SMART) internship grant program to provide paid internships for graduate students pursuing careers as school counselors, school social workers, or school psychologists

Provides designated recipients $25 per hour for up to 20 hours per week over a 30-week period, or a lump sum of $15,000, for internships completed in public schools

Requires grant recipients to commit to working at a public school for at least 3 years following completion of the program

Provides grants of up to $250 to field supervisors, field instructors, or supervisors for each designated recipient they supervise

Prioritizes funding for interns working in critical shortage disciplines, schools where at least 50% of students qualify for free or reduced-price meals, or schools that received funding in the prior year

Requires the Department of Education to report on the program's status and outcomes to the governor and legislature beginning one year after the effective date
