Establishes a crisis intervention demonstration program in cities with populations of one million or more to assist law enforcement in responding to situations involving persons with mental illness and/or substance abuse problems

Creates a crisis intervention team training program coordinator position within the Office of Mental Health to work with the NYPD and other law enforcement agencies, requiring a minimum of 40 hours of mandatory mental health training for officers

Establishes a 13-member advisory committee including mental health consumers, family members, advocacy representatives, psychiatrists/psychologists, and law enforcement officers to review and make recommendations on the program

Creates a crisis intervention team training fund of up to $1 million from the state general fund, supplemented by federal grants, private contributions, and gifts to support training and coordination costs

Program goals include reducing arrests and detention of persons in mental health crises, decreasing injuries to officers, and providing therapeutic locations for assessment outside of jails or law enforcement facilities; the demonstration program expires after 5 years
