Pilot program must include at least 30 non-internet based tablet devices with secure email capabilities for communication with family, attorneys, community members, and the department

Tablet programs must consider the unique needs of incarcerated populations including health, age, education, religion, and vocational training factors

Department must issue a report to the governor and legislature one year after the pilot begins, assessing impact on facility safety, behavior, performance, and overall value

Act takes effect one year after becoming law
