Creates an 18-member "Commission on Diversity in Specialized Schools" within the Department of Education to examine New York City's specialized high schools' admission policies and recommend improvements to diversity

Members appointed by: temporary president of the senate (2), speaker of the assembly (2), senate minority leader (1), assembly minority leader (1), governor (2), board of regents (5), NYC mayor (2), and NYC schools chancellor (3)

NYC schools chancellor must submit a list of all current diversity initiatives at specialized high schools to the commission within 90 days of the act becoming law

Commission must hold public hearings and solicit input from administrators, teachers, parents, students, school board members, and other stakeholders before making recommendations

Commission must submit final report with recommendations for each specialized high school to the governor, legislature, NYC mayor, and chancellor by July 1, 2026, after which the commission dissolves; act expires June 30, 2027
