Requires the Department of Environmental Conservation to establish ambient air quality standards for benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichloroethylene, and mercury by December 31, 2027

Defines "major source" as facilities emitting 10+ tons per year of a single toxic air contaminant or 25+ tons per year of combined toxic contaminants

Mandates incorporation of toxic air contaminant requirements into all major source permits beginning January 1, 2028

Requires regulations for fenceline monitoring by major sources, with special consideration for facilities located within or adjacent to (within one mile of) disadvantaged communities

Standards must be based on best available scientific data regarding adverse human health effects, developed in consultation with the Department of Health
