Defines "fit" for driver's license purposes as being deemed by a licensed physician to have the physical and mental capacity to operate a motor vehicle

Requires applicants to submit proof of a physical examination by a licensed physician starting with their seventh license renewal application and for all subsequent renewals

Establishes the "New York State Task Force on the Effects of Aging on Driving Ability" to study how aging affects driving and develop comprehensive licensing approaches

Task force will consist of 7 members appointed by the governor, legislative leaders, and DMV commissioner, each serving two-year terms without compensation

Task force must report findings and legislative recommendations to the governor and legislature within one year of the act's effective date
