Notarial records must be filed within 14 days with the county clerk or register, and retained for 10 years; notaries may charge an additional $25 fee for this service

Violations result in mandatory bonding requirements of $25,000 for first offense and $50,000 for subsequent offenses, assessed by the Secretary of State

Elevates forgery involving residential real property documents (deeds, mortgages, assignments, contracts of sale) from second degree (class D felony) to first degree forgery (class C felony)

Creates two new felonies for offering false instruments for filing related to residential real property: second degree (class E felony) and first degree with intent to defraud government entities (class D felony)
