Authorizes Medicaid accountable care organizations (ACOs) composed entirely of private physician practices to purchase group health insurance policies for their members and employees under experience-rated pricing rather than community rating rules

Requires qualifying ACOs to have at least 150 member employers, insure more than 500 individuals collectively, and demonstrate that Medicaid represents 60% or more of each member employer's annual revenues

Exempts qualifying Medicaid ACO group policies from small group rating requirements that would otherwise apply when groups include employers with 100 or fewer employees

Mandates that policies cover at least 100 individuals at issuance, with premium contributions allowed from the ACO, member funds, insured individuals, or a combination thereof

Takes effect 180 days after becoming law
