All covered municipal officials must complete 6 credit hours of ethics continuing legal education annually after the initial year, with courses completed in one-hour increments

Training for zoning and planning board members must be approved by the town board and may be provided by municipalities, county planning offices, state agencies, statewide municipal associations, colleges, or similar entities

Approved training formats include electronic media, video, distance learning, and traditional classroom instruction

Amends both the Town Law and Village Law to apply these requirements across New York's municipal governments
