Changes the electronic cigarette and vaping prevention, awareness and control program from permissive to mandatory, requiring that age-appropriate instructional tools and materials "shall" be used by all schools instead of "may" be used

Maintains the program's purpose of educating students, parents, and school personnel about health risks associated with vapor product use and reducing vaping prevalence among those under 21

Requires the Commissioner of Health to develop the program in consultation with the Commissioner of Education

Takes effect 90 days after becoming law, with immediate authorization for any necessary rule or regulation changes to implement the act
