Amends the Public Health Law to add elevated venous blood lead levels (at or above 5 mcg/dl) to the list of diagnosed conditions that qualify as a "disability" for early intervention services

Children with blood lead levels at or above 5 micrograms per deciliter would automatically become eligible for state early intervention services without needing to demonstrate developmental delay

Places lead poisoning alongside existing qualifying conditions such as Down syndrome, chromosomal abnormalities, sensory impairments, inborn errors of metabolism, and fetal alcohol syndrome

Takes effect immediately upon passage
