Requires the New York State Department of Veterans' Services to establish, print, publish, and distribute a veterans' bill of rights

Enumerates 9 specific rights for veterans including: the right to apply for benefits, receive assistance from local and state veterans' service agencies, receive explanations of available services, obtain written notice of application approvals or denials, be treated with dignity and respect, appeal adverse determinations, expect confidentiality, and receive fair treatment regardless of protected characteristics

Mandates that veterans be informed about available assistance including legal services, educational opportunities, tax benefits (real property and personal), and state driver's licenses/identification cards

Requires the department to make the veterans' bill of rights available on its website

Takes effect 90 days after becoming law, with immediate authorization for necessary regulatory changes
