Prohibits the New York State Police superintendent and deputies from authorizing the transfer, acceptance, or purchase of military weapons from the United States government

Bans county sheriffs and their deputies from acquiring military weapons from the federal government

Prohibits town boards and local police departments from accepting, purchasing, or receiving military weapons from the United States government

Extends the prohibition to police commissioners, superintendents, chiefs, and other officers managing police forces in certain municipalities

Creates an exception allowing the City of New York and the Division of State Police to receive military weapons, gear, or machinery from the federal government specifically for counterterrorism purposes, in consultation with the U.S. Department of Homeland Security
