Removes native frogs, native salamanders, native lizards, and most native turtles from the "small game" category, leaving only bullfrogs and common snapping turtles as huntable species in these groups

Creates new protected wildlife categories for "wild reptiles" (all native lizards and turtles except common snapping turtles) and "wild amphibians" (all native toads, salamanders, newts, and frogs except bullfrogs)

Changes bullfrog harvesting methods from specific techniques (spearing, catching by hand, club, or hook) to methods determined by the Department of Environmental Conservation through regulation

Updates fishing license privileges to cover only bullfrog taking rather than all frogs, with harvesting methods to be set by departmental regulation

Repeals provisions in section 11-0905 (paragraphs t and u) related to the previous classification of these amphibians and reptiles as small game
