Expands the Law Revision Commission from 5 appointed members to 10, with 5 appointed by the governor, and one each appointed by the Senate temporary president, Senate minority leader, Assembly speaker, Assembly minority leader, and attorney general

Changes commission chair selection from governor designation to annual selection by the commission membership in July of each year

Requires at least 4 governor-appointed members to be attorneys admitted to practice in New York or law faculty members, with at least 2 being law faculty members

Establishes that the commission must meet in person or virtually at least quarterly

Creates a dedicated Law Revision Commission Fund in joint custody of the comptroller and commissioner of taxation and finance, with moneys kept separate from the general fund
