Increases the state subsidy for school lunch meals from $0.1901 to $0.25 per meal

Eliminates the distinction between free, reduced-price, and paid lunches, applying the single $0.25 subsidy rate to all school lunch meals

Removes the previous separate $0.0519 subsidy rate that had applied specifically to reduced-price lunch meals

Requires school food authorities to certify they purchased at least 30% of food products from New York state farmers, growers, producers, or processors to qualify for the subsidy

Takes effect immediately upon enactment
