Mandates IDAs submit annual final reports and audits to local school board presidents and superintendents within 90 days after the end of each fiscal year

Adds "payments in lieu of taxes" (PILOTs) alongside "financial assistance" throughout existing IDA requirements, clarifying that PILOT agreements over $100,000 are subject to the same prerequisites as other financial assistance

Applies to all IDA processes including application forms, cost-benefit analyses, project agreements, and compliance requirements
