Changes the evidentiary standard for all evidentiary and disciplinary hearings under the correction law from "substantial evidence" to "preponderance of the evidence"

Amends Section 137 of the correction law to establish preponderance of the evidence as the required standard for prison disciplinary proceedings

Modifies CPLR Section 7803 to require courts reviewing correction law hearings via Article 78 proceedings to apply the preponderance standard rather than substantial evidence

Takes effect 90 days after becoming law
