Amends the Vehicle and Traffic Law to allow authorized representatives to apply for state identification cards on behalf of eligible individuals who do not have a valid driver's license or learner's permit

Permits the Commissioner of Motor Vehicles to issue nontransferable identification cards directly to an applicant's authorized representative upon approval

Maintains existing requirements that applicants must provide their social security number and may request a veteran notation on the card

Takes effect immediately upon passage
