Mandates the complaint database be publicly accessible on each institution's student life webpage with a homepage link from September 1 through May 1 annually

Directs both SUNY and CUNY chancellors to develop standardized, anonymous surveys on campus sexual assault incidents to be administered at each institution every mid-semester

Defines "sexual assault" for survey purposes as any sex offense under Article 130 of the New York Penal Law

Penalizes non-compliant SUNY or CUNY institutions with suspension of state administrative and operations funds, while protecting student services and faculty salary allocations from any reduction
