Adds Asian Lunar New Year to New York State's official list of public holidays in the General Construction Law

Defines the holiday date as the first day of the second lunar month after the winter solstice in the preceding calendar year

Places the new holiday in the statutory list between Dr. Martin Luther King, Jr. Day (third Monday of January) and Lincoln's birthday (February 12)

Takes effect immediately upon passage
