Establishes a right to court-assigned counsel for homeowners who cannot afford legal representation in real property actions (such as foreclosure proceedings)

Adds a new section 722 to the Real Property Actions and Proceedings Law creating this right to assigned counsel

Expands Article 18-B of the County Law, which currently covers assigned counsel for criminal defendants and family/surrogate's court matters, to include real property actions

Requires county governing bodies to include representation for financially unable homeowners in their existing plans for providing counsel to indigent persons

Takes effect on January 1st of the year following enactment
